Yes, but if you kill a perpetrator but leave the ideology intact there will always be another one to replace. You have to combat the ideology or else you'll just keep getting more violence and problems.

Arresting all tribals is an unrealistic and expensive solution. Ending racism at the source through education and peace is an inexpensive and effective solution.
