It differs from school to school, some round some don't. Most universities will only round up like that if you persuade the professor.

I'll sit here as the most foreign of all who gets graded this way:

1st and 2nd class elementary: No official grade, but teacher gives oral feedback to parent on performance
3rd and 4th class elementary: A to C
5th and 6th class elementary: 1-10

Middle school and High school: 1-20 (0-20?)

Actually Cs are average, D is like ok but not good then it goes E, F and G, then B is really good, A is extremely good and A* is perfect.
Honestly your mum is just over-reacting and she's just trying to think about you and how she might want you to go to a great college, trust me, she most likely is, but it's still and over-reaction and you need to talk to her about it.

Also British grades are changing from 1-9 where 3 is a C.
