Can someone make gravity boots. You spwan it and put it on and then you can walk on the roof and walls and a player type that makes the gravity boots limited so when you use it a while it turn off and you fall!

Not going to happen unless you mess around with the falling angle in the player datablocks, which most likely won't work.

You can't rotate a player on the X or Y axis - you can't have them "on a wall" or "upside down" (Z is for turning around, when you move the mouse).

What about mounting them on a vehicle (the boots) and rotating the vehicle?
