the material design theme has been teased for nearly a year now this way
no idea if/when they're finally going to set it as the theme
i have noticed that it has changed a bit since when i first saw it circa july 2016 (used to have a grayer appearance, now it's all white)

It's an experimental design that can be seen if you disable certains adblockers or live in a certain region
It's probably not yet released to everyone, I personally discovered it just recently
