It's not, buying on blockland.us should still get you an id below 50k. 50k were sold on amazon or something like that, and steam sells 60k and up.

Same, because steam is a doof and won't let me host dedicated and play on the server from a different machine because it thinks they're both the game and thus I must be sharing my account.

Now the second account is used to host Ruby under the name Ruby.
