Specifically I want a car to be able to do this

I know with interactive vehicle events you can open a door, but I was wandering if we can get a flying vehicle to do what is seen in the gif above.

Didn't heedicalking also do this with his V22 Osprey, the rotors specifically that rotate when they reach a certain speed?
