i use paypal... and im just new at it so im not buying anything until i confirmed it...

and btw, are there any countries restricted from buying retail?.. because im living in the philippines...

There is only a one time fee after that you never have to pay again.  Once you buy the game you can download additional game "material" from the forums such as add-ons, maps, and later RTB which is a mod for blockland.
