Well he isn't wrong in the sense that there are homeless people like he described, but it's certainly not one or the other like he seems to believe
I've seen homeless people all over the place in DC. Whether or not they go to shelters is their business. I know many shelters are simply full or on a first-come, first-serve daily basis or something. There's also the matter of homeless men having less shelters dedicated to housing them, which could lead to a lot of them not even bothering in the first place. Then, as you said earlier, there are mentally ill homeless people that simply cannot take care of themselves long enough to wander into a shelter or something.
It's kind of ridiculous to say they're either looking for shelters or they aren't true homeless but it's just as ridiculous to pretend like there aren't a large amount of "homeless" people that put on some forgeted up clothes on the way out the door and set up shop outside the local McDonalds and harass people for money.
Obviously not every homeless person is even in a position to seek shelter or go through the paperwork involved in trying to reinstate some sense of stability in their lives, or we wouldn't really have a homeless problem. So while I get what Planr is saying on some levels, and he's not completely wrong, I don't think what he's saying makes a lot of sense.
I'd hesitate to call it ragging too, seems like he was just commenting on the degenerates that pretend to be homeless. I could be wrong though, I dunno.
