I did but I couldnt cause asus decided to use thermal adhesive

it's not adhesive, it's thermal paste to eliminate the layer of air between your CPU and the heatsink

if it's "adhesive" it has dried up and no longer as effective, you should replace it with fresh paste

there are numerous INI settings you can tweak to make fallout run real smooth, even on the stufftiest of computers. there are also lots of mods that will help make FNV run well
with those, I was able to get a solid 50 FPS on my 9 year old laptop

It also causes air bubbles and gaps in the compound, which is probably why its almost at its TJMax

let the pc run for a bit so the cooler comes off easier because of the paste being warm
