Did you actually watch the clip? He's not wrong that if the DMCA goes through and Pewdiepie disputes it in court and loses, it sets a very worrying precedent for anyone making content on youtube.
This... The scary thing is, the only reason why Let's Plays haven't become "outlawed" as a whole is because game developers have more or less tolerated them. As far as copyright law is concerned there's not a lot of room to defend them under fair use and all it would take is a single court case for all that to be shattered.
