We rarely get fires that destroy property, much less entire loving neighborhoods. All our fires stick to brush fires on hills and mountains. On top of that, were so used to it that responders also know what to expect.
One of my colleagues lives in Santa Rosa. The house he grew up in was completely destroyed, and he still had some of his stuff there. He had to evacuate his current home. The area never sees stuff like this. Responders, while trained, don't actively participate in real situations like this to near the degree like SoCal. We're in a desert, you expect this.
