So before the removal of terrains water use to have waves, is that still possible?

Also the water texture was able to be manipulated which I can't really describe but it was basically a ripple effect. Can that still be done?

No to waves.

Probably to ripple, though don't remember exactly what that was like. You might be thinking of the multiple layers in water that create that effect, which sadly isn't possible either.

You could try using the same textures for the ground and water and just have them scroll in the opposite directions of each other

I don't believe the water can be animated at all, the most you could probably do is do some trick with multiple water planes and textures.
However I doubt it'll turn up any satisfiable results at all.

Would only really work in very shallow water.
