I've been playing around with the audio file and I've tried splicing the audio thinking that the audio might have been spliced backwards. So instead of the audio sounding like person saying for example, "Hello World" the audio was spliced into "World Hello". So when I edited the audio, I found out near the end of the audio file it definitely sounds like it's saying "What's up bitches". thats not earrape, its SSTV and when decoded it shows '-+-+'the bottom text is added by the software and isnt part of this
