"An NPC is seemingly a human that is unable to think objectively. Spouting "opinions" they are programmed to spout and repeating in a cult-like manner."

When you think about it Lord Tony checks all the boxes for being an NPC. If popular vote decides yes then he has to permanently have his avatar changed to this.
