It came from an official 1973 lego idea book number 222 page 31

lego instruction books in the 70s are way less detailed they're just like "ok, it looks like this, now add some bricks and make it look like this"

i mean disney put out some pretty tribal caricatures before so it's not like companies are immune from publishing tribal material

in the book those models seem to be separate, but the fact that you put the one that looks very similar to tribal caricatures of black people next to a police officer shooting him makes it very sus
