It's essentially a list of ultra-conservative desires and a structured plan of how to use the presidency to enact them.
There's 920 pages to the whole thing so its pretty dense, but some key points are dismantling every major regulatory agency by removing the non-partisan heads of the organizations and replacing them with conservative appointed figures, delegating the department of education to individual states, and pulling funding from schools that don't adhere to federal standards regarding banning discussions on race, gender, etc. The EPA would be restructured and a complete diversion of funds from alternative energy sources to oil production. Absolute ban on abortions. Systems to enact mass deportation. There's even apparently a ban on research in there somewhere.
For someone not in the US, the most immediately impactful changes will be the increase in tariffs which will stall up the international trade markets, and reduction in foreign aid payments made by the US to somewhat mitigate the effects of our global imperialist processes. Additionally it would restart US nuclear weapons development and promote renewed weapons manufacturing which will increase international tensions, particularly with China, and therefore puts a strain on the US allies in the area including South Korea and Taiwan.
As far as Venezuela specifically, it would mean cutting off foreign aid payments made to the country and a cessation to humanitarian assistance programs in developing water and medical sources, but it could potentially mean a temporary lessening of some of the economic sanctions as the US attempts to pull back from international affairs as it recalibrates its position in the world. The document does, however, point to a more aggressive foreign policy overall, and while explicitly stating renewed presence in the middle east and east asia, doesn't rule out more aggressive "anti-drug cartel/ pro-liberation/capitalist" actions in other parts of the world.
