I'm pretty sure its Impact.

Ok, i just checked out impact, it seems to be a match, but there is no outline.  Is there a special one with an outline or is that just added in?  (some fonts have that, but I suspect it was added)

I guess it's the normal Impact font whit a 3px outline added.

Yeah just with the added white outlines.

Dunno if that works there, select the text with a selection tool, extend the selection (there should be a function for that somewhere), create a new layer behind the text, past the color you want as a outline.

Sorry, I'm more used to photoshop.

Somewhere at the Paint.NET forums there is an outline plugin, I think.
