You are running the dedicated batch file. Try running "Play RTB".

You have too many mods installed with a copy of blocklandv0002. Try and only install 1 mod with blocklandv0002 to prevent conflicts

Mods cannot create conflicts in BL. Just a little note. Only if you took the RTB folder and stuck it inside the TBM folder.

the mostly likely answer is this dumbass installed v0002 then rtb and then tbm and never moved them into the v0002 folder. plus you are using rtb. also you showed a picture of a dedicated server; 1. you never let it go all the way and 2. thats not the game.

Alright... I'm thinking that he dragged all the start.bat files into the folder above them.  Post a screen shot of the inside of your RTB folder and that might help.
