Ok, the Statue of Liberty was never white, is was a copper color. It was made in France, that is correct, but never white. How can Copper be white? The frame might have been white, but the statue itself, no. The water did help the statue turn the color patina, which is the pale green color, but the water itself did not do it all. Water AND Oxygen turned it patina. Water and Oxygen breaks down iron. Now, SHUT UP about this "why it's pale green" argument!
