Admin Only Building

I think there should be an option that only admins/supers can build set into the minigame gui. I find this useful when you're still building parts of a DM with set weapons while other people are already fighting in it.

Really, there is no Real point to having that. I guess Admins being allowed to build when its turned off but that's it.
