COPPA is the Children's Online PRIVACY Protection Act. Which means that no one (E.G., Forum Software) cannot collect personal information about a child under the age of 13. This personal information includes things like IP Addresses, Names, Birthdays, and E-Mail addresses.

There a lot of ads on Newgrounds, I've seen  Blockland ones and ROBLOX ones.
