Usually stationary Anti-Air weapons can't look below a point, whereas Anti-Air vehicles need to look down since they're manned and need protection against troops overtaking them...

The tank is already an excellent Anti air Device. All you need to do is see how fast the plane is going, think where the plane would be when you fire , see how far away it is , do the math and fire.

because usually AA guns have explosive rounds.
