As in full I mean with roles and a currency system.

Mayor: The mayor is voted by the people of the Town/City/ect he can control several aspects to the city such as calling for a Lock Down, or raising prices for items.
Cops: To be a police officer you have to apply to be one then the people must vote to decide. The police can arrest and knock out people, they search for drug labs and make sure the town is safe.
Police Cheif: Issues warrants for arrest and controls the police force. To be made Police Cheif you have to be elected by the people of the city.
Citizens: Pretty straight forward, just towns people who live their life.
Gun Dealer: Deals guns to the people of the city.
Construction Worker: Builds for the people of the city
Gang Member: Makes Drug Labs and is a member of ogranized crime. (Can make drug labs for money)
Gang Leader: Leads the gang
Gang Dealer: Deals misc. items to the public.
Systems:
Hunger: You have to buy food from people or from a store to eat. If your hunger gets to 100% you die and your hunger starts at 75% (On death you losse money and what ever item you have out).
Money: Very straight forward, you use money to buy items/cars/weapons/ect
Inventory: Like NiXiLL's you keep money/weapons/items/ect in your inventory.
