I really think the Education system is in need of a reworking. As much as I dislike the idea of a larger government, all money needs to be pulled in for Education taxes into a giant pot so all counties can get a share based on their needs. While that, in its self, presents a problem of over-budgeting for counties that don't need it, at least then we won't have poor people fueling the fire for another generation for under acheivers when, only a couple miles away, there is Beverly-loving-hills with a 100-million dollar public school with an olympic-sized swimming pool. Maybe, just maybe, we won't have ethnic division because the average black kid living in the Bronx wont be so substantially predesignated.
