Near the top left corner of the map, if you ask the people during You Gotta Shoot 'Em in the Head, you can get a map marker.

Assuming you are doing the quest, I don't know why you would want to go there without the keys.

How do I start that quest?

I'm surprised by how deep the side quests are. Also i love all the random mini-quests that don't really get marked down. You have to just do them as they come.

There are if you count the last minute of gameplay and a 2-3 minute long short narrative slideshow...

Damn i HATE the ending. I just beat it minutes ago. It would be better if you could still play on with the game if you chose to bring pure water and not sacrafice your self. I just reached lvl 12 and got the lawbringer perk. Man am i mad. Now i don't have any save spots that let me go back before the war Enclave V.S. BOS.
