First off, you need gimp or paint.net, download it.
Gimp: make a picture, go to file, save as, and do enter the name, at the end, do .gif always save it as .gif then do the first bubble.

Paint.net: Make a picture, go to file, save as, enter the name, do save as type Gif (*.gif)
