Read the static I.P. guide @ port forwarding.

Your ISP should be able to help you turn your i.p. static..
if it is static, you shouldn't be using .1 at the end of you i.p
pick another number 2-255

It could be your router not working right.
Although the chances are pretty slim, I used to have a router that didn't work for regular port forwarding through it, I had to do it a different way that I don't exactly remember.
