There's nothing else to say. Its not like your ISP has decided to block all traffic on port range 28000-28032 going to your computer. Blockland works for everyone else. It is a problem with YOU.

is your I.P. static?
Read the static I.P. guide @ port forwarding.

Your ISP should be able to help you turn your i.p. static..
if it is static, you shouldn't be using .1 at the end of you i.p
pick another number 2-255




my settings are a bit different, my router does not have TCP/UDP on the same row..
but thats not important.. look @ my I.P.

It could be your router not working right.
Although the chances are pretty slim, I used to have a router that didn't work for regular port forwarding through it, I had to do it a different way that I don't exactly remember.

Is it possible to port foreword if you are using a mac computer and use Safari not IE?
