I don't really know what the red is by his mouth.. Blood maybe? not sure.. but The eyes aren't blocko-ish enough.

No transparency. - Transparency does not mean the color white, it means that you can see through objects. Faces, decals, and prints need to be completely transparent before they are to be correctly "exported" into the Blockland Forums.
Bad image quality.

Also, agreeing with everyone else, i say this fails and you should try harder to make better face decals, and use something other than MS Paint
