Script to force players to keep their light on or off

hi guys,
i was wondering if some of you can make this little script: with this script enabled the players are forced to keep their light on or off. I need this because I often organise darkmatches (deathmatches in a dark place) and it's annoying to always tell the other players to shut off their light.

for who is going to help me!

for some of it, mainly all the words in italian i know is spelled wrong >.< like batchama il coletuo, you only understand it when you say it >.<
