Oblivion.  Actually, I stopped playing it.  It wasn't really fun, since the frame rate dropped into the negatives when more than 2 enemies were on the screen at once.

Here's a neat way to mess up NPCs in Oblivion.

1. Paralyze them
2. enter a house
3. leave the house
4. Make street art out of people

I can have lots of normal people on the screen, but enemies just slow everything down, it's insane.
