Really, I doubt you're that dumb to not know what a road sign looks like.

We know how they look
But we dont know how they look in game
You could have just drawned a circle in paint and wrote "STOP" in it
Or it could be in 3 dementional drawning (what would be awful)
Or you could have edited a photo of a stop sign from rl and cut the corners off

So YES we need pics

No we aren't that dumb.  But it would be dumb to download signs that looked like crap.  That's why we want pictures.
