If I have the games garry's mod and CS:S stored on my computer, and I redownload steam and place them in my steam folder and create a new account will I be able to play my games still? Or will I have to re-buy them?

The only way to get GMod 10 legally is via Steam, so you should have bought it under a Steam account, thus your answer to your problem.

No, games are only available to accounts that have purchased them, so don't make new accounts.
