We came up with some ideas like the following

Marijuana - Blurrs your vision and makes you lose health slowly.
Cocaine - Not so sure on this one yet.
Steroids - Sort of like berserker mode on Doom 3, you have 1-hit kills, invincble (Other than losing health slowly), and blurred vision

A Drug Dealer can be a NCP and if you buy any drugs or use them, you get 5 demerits (per use/buy)

Pros- Crazy/Paranoia stage. Runs around an Area killing anyone in the way. 200 gp for 5 leaves.

Cocain-Random chance of dying or not, blurs vision a little. Sways vision left to right a little.
Pros-People near you can lose health. 500 gp for 3 intakes

Steroids- Increases speed and one hit kills everything. Drains health slowly untill 1 sinch is left, then it wares off.
Pros-Increases speed and one hit kills everything. 1k for a 10 pill bottle

Cigar-Health decreases slowly, smoke infront of vision
Pros-Smoking near another person causes the person to lose health also. 800 gp for 10 pack.
