The ESRB/MPAA rating isn't a law. It's there to inform you or your parents as to whats in the game/movie.
If you have totally irresponsible parents, I'm sure they will ignore the ratings and let you play/watch whatever you like.

My parents wouldn't let me play JAK 2 when I was loving 12. Twelve is teenager, and the game was rated teen. They only extended how long I wasn't allowed to play it because of the chick on the back, you could see huge cleavage. Big loving deal?

This. Anyways the stores took it off because they have policies in place to prevent selling AO rated games. There is no State or National law that makes stores enforce the ESRB ratings. All it is is a rating board. No government influences whatsoever besides that the government usually bitches about it every once in awhile.

Actually, this depends on the country. EG: Austria, Finland, Norway, (Not after 2003) Germany, Australia and New Zealand.  (Mainly European countries, sorry, best source I could find)
