Your processor sucks, you could add more RAM and a good video card would help but would be bottlenecked by your stuff processor. If you upgrade the video card, keep in mind you will probably need a good power supply to go with it.

The processor is fine for Gmod, but it can definitely be better. I had the exact same processor and ran Gmod fine.
The video card is some Xpress stuff, so it probably can be upgraded too.
More RAM too.

How do I buy RAM? Plus, how much does it cost? And is the processor good enough for TF2?
