It's a Big Daddy (the guy in front, who wears a weird-ass diving suit) and his Little Sister (a transformed little girl who harvests a life-force-type-stuff from dead bodies). I edited the sprites from Pokemon Yellow Version to resemble them.

It's supposed to pay homage to Pokemon Yellow. Pikachu follows you around like that and a window pops up showing his current mood if you talk to him.
