They do, but they've always had extra eye and eye brow sliders that didn't work, the same sliders below those are the ones that work

They work on the default ragdolls, and I'm fairly sure that I have the newest version of the advanced citizens. But I'll download it again using that link (That I'm not 100% certain I used).
