Turns out that Gmod runs at a tolerable, if not fairly good framerate if I do the right settings. This can hold me off until I get an actual gaming machine, maybe.

Garry's Mod is unable to enable and disable stuff you download, they just appear once they're installed

It may be in the Entities tab, or Weapons tab

I upped mine to "High" so I'll see how the Bulblax looks. Luckily I didn't get a noticable difference in performance so everything's hunky-dory.
