The host body was because he was going to be teleported to Xen and he couldn't survive in the environment. Hence his "I couldn't possibly survive in that environment!" line. So the adviser probably suggested using combine technology to put Breen's mind or something in a host body that could survive.
This is all true, but what got me was "fine, take him if you have to!" He was probably just talking about Gordon though.

What's weird is, after Dog saves Alyx and Gordon from the advisors, you see the same camera angle from his point of view as if he was dead. Wouldn't Gordon at least get up, even though there's nothing more to do? Maybe there will be no hl2 episode 3? D':

Note how advisors paralyzed you and Alyx just with their presence before. I am sure being pinned up against a wall psychically would leave you with some temporary after effects.
