My router is new and only has old games such as Age of Empires.

I also have a dynamic IP but I can host for Blockland somehow.

I have no idea how to set up a static IP.

My lan IP is like, 10.0.0.X, with DNS servers being the same. (with a different last number)

My IP only changes every so often so I do not know anything about your problem if it is even that.

The only bad thing about dynamic ip's are that they change so people can't save your server to their favorites.
Also here are the ports I forward for my things.

Check first if you can automatically configure your ports. Then try it manually.

Got a person to try to join, It gave him 10.0.0.2 for the server address. He couldn't join.

That's your local ip.
People can't join you through steam friends.

You will have to go tohttp://www.whatismyip.org and copy that to them.
Then they type "connect <ip>:27015" in console.
