'Shaper', there's your problem, try Blender with the DTS exporter or a trial of Milkshape 3D and use the Torque DTS Plus exporter

Shaper isn't exactly the best program even though it's the only one that can import DTS

Cel shading?

Anime and cartoon shading is very close to cel shading. I don't know if "cartoon shading" is a thing though.

Jet Grind Radio and Jet Set Radio Future pioneered cel shading in video games on both their respective systems.
