If a mod can be abused as such that you have to make it admin only, then it's not very good. Things should always be usable by people in servers or they won't be very popular.

If there is going to be a tazer weapon made, then it should be usable by all people in minigames only. And have some drawback or charge-up time or whatever, as being repeatedly stunned is not fun.

Then kick them or ban them. Evidently they are not contributing to it, and angering them won't help this. Shortcut the annoyance measures and get rid of them.
