Blockland isn't nearly as complicated Gmod, so I don't know if they would be exactly what you're asking for, but bots can be programed to act like simple Npcs...
Go to Mr.Wallet's server when he's doing stuff with his bots, I think he's trying to create something like npcs.

I have AIs that work like that.

I.e there are civilians that are friendly and wander about unless you start shooting at them, in which case they start to flee.

There are cops/guards that are friendly and wander about unless you start shooting at them/civilians, in which case they open fire.

There are enemies that are hostile and immediately attack you upon noticing you.

If you want to see, I'll be hosting a server to showcase them. It works completely through events, meaning there are no issues with saving/loading and such. It also allows, because of complex fighting code, for various cool things. Realistic bots for your minigame? Yes.

I've made an example level where you treck through a city and a canyon full of enemy bots with other players.
