You must beat the pokemon league. In the Fight Area, there's a cafe to the left of the pokemon center, and if things are all in order, Lucas (blond kid) should be standing in front. You may battle him on weekends. Inside the cafe is gym leaders, and various partners from the game, such as the lady who had a chansey, who went through eterna forest with you, is fightable.
Tips for items on pokemon, if you have a slow rock pokemon, there's no use using carbos on it to max its speed so give it a MACHO BRACE. That raises growth (lvling up) but reduces speed.
Another tip is have type power up items, or battle helpers such as leftovers or mystic water. Plates are okay, but some items like Expert belt (ups super effective moves) are 4x better than plates.
