He said there isn't enough war, not that he supports it. In the first instance he;s talking about why our population is high, in the 2nd he's talking about what countries are probably most at risk of genocide/warfare.

India is not at risk of genocide or warfare. Pakistan is. China is also not likely, but more than India.
