Would telling people how to download (but not play) the .swf file be piracy?

Ontopic: Fun game, I play it a lot, just for fun. I find it relaxing (but also very strategic).
I have made several viruses that get everything but Iceland, Japan, and Madagascar. Reason? They only have Ship access. :(

I want to download tons of .swf files but I don't know how. You know how many games I could get?

The only place I could never get was New Zealand. They're never around to get infected or nothing. I mean how do they stay so clean?
