No, the Knife and Dagger is not a replacement to the melee. It is the third watch. They are releaseing another spy thing to counter the piss-on fu technique.

Wow, Jarate actually sounds like a unique melee weapon. Weakens defenses, shorts out cloak, and gets rid of fire... Awesome!

Also, I saw the Be polite Achievement...  If my guess is right (that you use your knife's taunt thing after you kill somebody) then I have done that before... Every time I kill one of dem sneaky spies, I always pray that their souls go to hell.

Be efficient is most likely getting five headshots without a miss.

A thrown jar of piss != melee. Melee is hand held weaponry, This contains some distance and detachment.
