No, they are manufactured in squares of 2. The 8MB sticks of RAM just won't fit in any modern computers. I think I have 16MB one lying around my house somewhere. It was sold by Texas Instruments.
However, what he says is still true, because when you right click my computer and check your RAM it won't give you the amount that of ram you have, it will give it minus some reserved amount. I can't remember why, but there is a reason. So that's why it says he has 504MB of RAM or whatever. He still meets the minimum requirements.
