Anyway, a tundra is an area where permafrost is prevalent and trees do not grow, it's not necessarily snow 100% of the time. An ice desert is a very arid, cold, desert of snow. Much like antarctica (as dkamm said).
A tundra is an area where the soil is permanently frozen (permafrost) and are usually treeless. There is also little snow and other forms of precipitation and thats why its also desert like.
First part is correct, second part is not.
